Ich habe ja kürzlich versucht, das Phänomen ISIS als neue Erscheinungsform des beinharten ökonomischen Konkurrenzkampfs auf dem Gebiet der privatisierten Kriegführung, - zu charakterisieren durch die Einführung noch brutalerer Varianten in den Markt und durch ein neuartiges Branding, das ISIS als eigene mediale Marke etablieren soll ("Pop-Dschihadismus") zu beschreiben = noch härter als Jabhat an-Nusra + noch stärker an der eigenen Gewinnmaximierung als an der des Auftraggebers orientiert als die Academi/Blackwater-Variante privatisierter Kriegführung. Das war - zugegeben - eine sehr naive Sicht der Academi/Blackwater-Variante, wie sich jetzt in der New York Times (JAMES RISEN, JUNE 29, 2014 - via nds) nachlesen lässt:

Before Shooting in Iraq, a Warning on Blackwater

WASHINGTON — Just weeks before Blackwater guards fatally shot 17 civilians at Baghdad’s Nisour Square in 2007, the State Department began investigating the security contractor’s operations in Iraq. But the inquiry was abandoned after Blackwater’s top manager there issued a threat: “that he could kill” the government’s chief investigator and “no one could or would do anything about it as we were in Iraq,” according to department reports.

American Embassy officials in Baghdad sided with Blackwater rather than the State Department investigators as a dispute over the probe escalated in August 2007, the previously undisclosed documents show. The officials told the investigators that they had disrupted the embassy’s relationship with the security contractor and ordered them to leave the country, according to the reports.

After returning to Washington, the chief investigator wrote a scathing report to State Department officials documenting misconduct by Blackwater employees and warning that lax oversight of the company, which had a contract worth more than $1 billion to protect American diplomats, had created “an environment full of liability and negligence.”

“The management structures in place to manage and monitor our contracts in Iraq have become subservient to the contractors themselves,” the investigator, Jean C. Richter, wrote in an Aug. 31, 2007, memo to State Department officials. “Blackwater contractors saw themselves as above the law,” he said, adding that the “hands off” management resulted in a situation in which “the contractors, instead of Department officials, are in command and in control.”

His memo and other newly disclosed State Department documents make clear that the department was alerted to serious problems involving Blackwater and its government overseers before the Nisour Square shooting, which outraged Iraqis and deepened resentment over the United States’ presence in the country....

The shooting was a watershed moment in the American occupation of Iraq, and was a factor in Iraq’s refusal the next year to agree to a treaty allowing United States troops to stay in the country beyond 2011. Despite a series of investigations in the wake of Nisour Square, the back story of what happened with Blackwater and the embassy in Baghdad before the fateful shooting has never been fully told.... On September 16, 2007, Blackwater Security Consulting (since renamed Academi) military contractors shot at Iraqi civilians killing 17 and injuring 20 in Nisour Square, Baghdad (en.wikipedia.org - deutschsprachige Informationen dazu gibt es wenig!); die Zusammenhänge werden in dem Artikel der NYT ja dargelegt.
Das Verfahren gegen fünf Söldner des privaten US-Sicherheitsdienstes Blackwater wegen der Tötung von 14 Irakern, darunter Frauen und Kinder, vor einem Bundesgericht in Washington wurde damals niedergechlagen. Was ist also neu? Die Einsicht, das “the contractors, instead of Department officials, are in command and in control.” Und dass Blackwater’s top manager offenbar ungestraft androhen kann “that he could kill” the government’s chief investigator and “no one could or would do anything about it as we were in Iraq...”
Das kann einen schon umhauen, oder?!

Welche Erkenntnis ermöglicht uns die Veröffentlichung? Offenbar die, dass die Überzeugung, dass Privatfirmen praktisch jede Aufgabe besser lösen können als Regierungen, aufgrund derer das Weiße Haus die Privatisierung der Aufgabe, die staatsdominierte irakische Wirtschaft zu privatisieren und die staatlichen Institutionen zu zerlegen, an den KPMG 2-Ableger Bearing Point vergab und wesentliche Teile der Kriegführung an Blackwater, in der Konsequenz zur anomischen Herrschaft von Rackets führt. Und liegt nicht diese Überzeugung auch TTIP zugrunde?!

So 13 years ago Washington crushed both al-Qaeda and the Taliban in Afghanistan. Then the Taliban were reborn. Then came Shock and Awe. Then came "Mission Accomplished". Then al-Qaeda was introduced in Iraq. Then al-Qaeda was dead because Osama bin Laden was dead. Then came ISIL. And now there's IS. And we start all over again, not in the Hindu Kush, but in the Levant. With a new Osama.
What's not to like? If anyone thinks this whole racket is part of a new live Monty Python sketch ahead of their reunion gig this month in London, that's because it is.

Heute: Saudi-Arabien schickt 30.000 Soldaten

Dass die doch wohl wesentlich selbst gezüchteten Rackets wie ISIS und Al Kaida dem Saudi nun unheimlich werden (“the contractors ... who is in command and in control"), sieht man daran, dass er heute 30.000 Soldaten an der Grenze zum Irak stationiert (tagesschau.de), weil man in der Hauptstadt Riad überzeugt ist, dass die irakische Armee mit der Bewachung des Grenzgebiets nicht mehr betraut werden kann. (- sehr diplomatisch zitiert bei SPON - s. o. wie man einen Staat zerlegt ...).

Im Übrigen: Saudi-Arabien will Berichten zufolge mindestens 270 Kampfpanzer vom Typ Leopard 2 kaufen (Handelsblatt, 3. Juli 2014) und das Emirat Katar verfügt bereits über 36 Leopard 2 (?). Ein Herr Niebel war während seiner Amtszeit als Minister Mitglied im Bundessicherheitsrat und damit auch an Entscheidungen über Waffenexporte beteiligt. Während seiner Amtszeit erteilte das Gremium die umstrittene Vorabgenehmigung für den Export von über 200 Panzern nach Saudi-Arabien.

Das könnte spannend werden, wenn es dazu kommt, dass im Irak Krauss-Maffei Wegmann gegen Heckler & Koch antritt. Da könnte der ehemalige Zeitsoldat und Fallschirmjäger Dirk Niebel, von 2009 bis 2013 Entwicklungsmminister, vermitteln. Von nächstem Jahr an heuert er bei der Waffenschmiede Rheinmetall an. "Rüstungslobbyismus" ist ja auch nur der dezente Ausdruck für Racketeering = Fachbegriff der Soziologie für Banden oder Cliquen , die sich beim Zerfall der staatlichen Ordnung bilden.
Wie ich schon sagte: Die mit der Krise des Kapitals immer stärker um sich greifende Barbarisierung könnte den Zivilisationsprozess zwischen zwei Mühlsteinen, die bereits jetzt oft genug in Wechselwirkung treten, zermalmen: dem verwildernden Leviathan und dem blindwütig um sich schlagenden Racket...
